- Frequently Asked Questions
How to apply for Hajj is the first question of everyone who intends to go, because in Türkiye the Hajj journey does not begin by buying a ticket and setting off, but by joining the registration and lottery system of Diyanet (Türkiye’s Presidency of Religious Affairs). Pre-registration, the renewal repeated every year, the coefficient-based lottery, checking the results and the procedures those selected must complete are interlinked steps. In this guide, we at RotaNur explain the process from start to finish with the 2027 Hajj season in mind. Because dates, fees and conditions are set each year by Diyanet’s announcement, we give the general framework here and refer you to the official announcements for definitive information.
How Is Hajj Organised in Türkiye?
Saudi Arabia grants each country a certain number of pilgrim places according to its population; Türkiye’s pilgrims are organised by Diyanet. Whether Hajj candidates travel with Diyanet’s own organisation or with the programmes of the category A travel agencies supervised by Diyanet, they go through the same registration and lottery system. In other words, the agency programmes known as “private Hajj” are also open only to candidates who have been selected in the lottery; we compared the two routes in detail in our article on Hajj via the Diyanet lottery versus private Hajj.
The reason for this arrangement is that the number of people wishing to go on Hajj is many times greater than the places granted each year. The lottery establishes a fair order among those waiting; the longer a candidate waits, the greater their chance becomes. Understanding the system correctly helps you keep your expectations realistic and avoid the mistakes that cost a year.
Do you have to enter the lottery to go on Hajj?
Yes, everyone going on Hajj from Türkiye must take part in Diyanet’s pre-registration and lottery process; both Diyanet’s organisation and the agency programmes accept only candidates whose names have been drawn. We recommend paying no attention to advertisements and intermediaries who promise a route outside the lottery. All that is needed to enter the lottery is to pre-register within the period and to renew the registration every year.
Who Can Register for Hajj? The Application Conditions
Hajj pre-registration is open to citizens of the Republic of Türkiye and to the other groups specified in Diyanet’s announcement. A Turkish identity number and contact details are enough for the application; documents such as a passport, medical report and photographs are requested after the name is drawn. Because the age limit, the requirement of an accompanying adult for minors and the rules on those who have performed Hajj before may be updated from year to year, they should be confirmed from that year’s announcement.
The question of for whom Hajj is religiously obligatory should be considered separately from the application conditions: Hajj is obligatory once in a lifetime for every Muslim who is physically and financially able to go. We explained this in our article on who Hajj is obligatory for, and the Hajj performed on behalf of those who cannot go themselves in our article on badal Hajj.
Can those who have been on Hajj before register again?
In order to give priority to first-time pilgrims, Diyanet applies a separate rule for those who have performed Hajj before; the scope and duration of this rule are announced each year. If you plan to go with a relative who has already been on Hajj, consulting your provincial or district mufti’s office before applying will save you from surprises.
How to Apply for Hajj: Pre-Registration Step by Step
Pre-registration can be made in three ways between the dates announced by Diyanet: through the Hajj registration system at hac.gov.tr, through the Hajj pre-registration service on e-Devlet (Türkiye’s e-government portal), or at the provincial and district mufti’s offices. The general sequence is as follows:
- Follow the announcement: The dates for pre-registration and renewal are announced by Diyanet each year; applications are accepted only between these dates.
- Log in to the system: Log in to hac.gov.tr or e-Devlet with your Turkish identity number and e-Devlet password; if you go to the mufti’s office, take your identity card with you.
- Fill in the details: Contact details, the province and district of registration, the preferred type of accommodation and, if any, the details of the relatives registering together with you are entered.
- Consider registering together: Relatives such as spouses, parents and children who register together are treated as a single name in the lottery; either they are all drawn or none of them is.
- Pay the pre-registration fee: The pre-registration fee stated in the announcement is paid through the partner banks; a registration without payment is not valid.
- Keep your registration document: Keep the registration number and the confirmation printout given by the system for renewals in the following years.
Pre-registration alone does not grant the right to Hajj; it places the candidate on the list of lottery participants. The next step for everyone who registers is to renew the registration every year.

What Is Hajj Registration Renewal and Why Must It Be Done Every Year?
Registration renewal is the way candidates who pre-registered in previous years declare that they wish to take part in that year’s lottery. Diyanet opens registration renewal in a set period each year; a candidate who does not renew in this period cannot take part in that year’s lottery. Renewal is completed in a few minutes through the same channels as pre-registration, namely hac.gov.tr, e-Devlet or the mufti’s offices, and gives you the opportunity to update your details.
The cost of skipping renewal is not just a year of waiting; how the accumulated years of waiting are evaluated also depends on that year’s practice. For this reason keep your telephone number and e-mail address up to date in the system, follow Diyanet’s text messages and the mufti’s office announcements, and note the renewal period in your calendar.
How is Hajj registration renewal done?
When the renewal period opens, it is enough to log in to hac.gov.tr or e-Devlet, confirm your existing registration and, if necessary, update your contact details and preferences; those who do not use the internet can have the same procedure done at the mufti’s office with their identity card. Whether a fee is charged again for renewal is stated in that year’s announcement. Keep the confirmation given by the system at the end of the procedure.
How Is the Hajj Lottery Drawn? The Coefficient System
The Hajj lottery is drawn by Diyanet in the presence of a notary and in a computer environment; the draw is broadcast live. The most important feature of the lottery is the coefficient basis: while a candidate entering the lottery for the first time has a low coefficient, the coefficient of candidates who took part in previous years but were not selected increases every year. In this way the chances of those who have been waiting a long time rise above those of newly registered candidates. A joint coefficient is calculated for relatives who registered together, and the result is applied to all of them in the same way.
| Stage | What is done | Where | Timing |
|---|---|---|---|
| Pre-registration | First registration in the system, pre-registration fee | hac.gov.tr, e-Devlet, mufti’s office | The period in Diyanet’s announcement |
| Registration renewal | Confirming the previous registration for that year | hac.gov.tr, e-Devlet, mufti’s office | Every year, usually in autumn |
| Lottery | Coefficient-based electronic draw | Diyanet, before a notary, live broadcast | After the renewal period, usually in winter |
| Checking results | Finding out whether you were drawn | hac.gov.tr, e-Devlet, SMS | The day of the lottery |
| Registration and payment | Accommodation preference, payment periods, documents | Diyanet or an authorised agency | The weeks after the lottery |
| Preparation | Passport, medical check, training seminars, essentials | Mufti’s office, health institutions | Until the Hajj season |
When Will the Hajj Lottery Be Drawn? The Expected Timetable for 2027
The 2026 Hajj was completed at the end of May 2026; the 2027 Hajj is expected to fall in the middle of May 2027. Looking at the pattern of previous years, the pre-registration and renewal period comes months before the Hajj season, and the lottery follows the closing of the renewal period. Nevertheless, the exact date is settled each year by Diyanet’s announcement; we summarised the expectations for the 2027 Hajj calendar and the days of Dhul Hijjah in our article on when Hajj is performed.
When will the Hajj lottery be drawn?
The exact date of the 2027 Hajj lottery will be announced by Diyanet; in previous years the lottery was drawn after the close of the renewal period and months before the Hajj season. To avoid missing the day of the lottery, follow the announcements on hac.gov.tr and from your mufti’s office, and make sure your telephone number in the system is up to date.

How Do You Find Out the Hajj Lottery Results?
After the draw, the results can be checked with your Turkish identity number on hac.gov.tr; the Hajj lottery result enquiry service on e-Devlet gives the same information. Diyanet also informs candidates whose names have been drawn by sending a text message to the telephone registered in the system. Find out the result only through official channels; lists circulating on social media and links sent by third parties can be misleading.
Where can the Hajj lottery results be checked?
The Hajj lottery results are checked with your identity number on the enquiry screen at hac.gov.tr and through the Hajj lottery result enquiry service on e-Devlet; the mufti’s offices also inform applicants of their results. Diyanet additionally informs candidates whose names have been drawn by text message, which is why it is important that your registered telephone number is correct.
What Should Those Selected in the Lottery Do?
Having your name drawn grants a right, but the procedures do not end there; the candidate must complete registration within the stated period. At this stage the type of accommodation is chosen, the Hajj fee is paid in the periods set by Diyanet, and the requested documents are submitted. Those who prefer an agency programme to Diyanet’s organisation continue their registration through the authorised agency by signing a contract in the same period.
- Check your passport: its validity should cover the Hajj period, and damaged passports or those with no blank pages should be renewed.
- Have a medical check: for the medical document and vaccination requirements Diyanet asks for, consult your family doctor and the Ministry of Health’s travel health centres.
- Attend the Hajj training sessions: the mufti’s offices organise seminars for selected candidates explaining the rites of Hajj and the order of the journey; our guide on how to perform Hajj is good preparation for these sessions.
- List your documents: use the list in our article on the documents required for Hajj for photographs, passport, medical report, payment receipts and copies of the contract.
- Prepare your essentials early: you can find ihram, tawaf socks, belts, unscented care products and the small items needed for Mina on our Hajj essentials page.
Important: A candidate whose name has been drawn but who does not complete the payment and registration procedures within the announced period may lose that year’s right, and a candidate from the reserve list is called in their place. Write the deadlines in your calendar, keep the payment receipts and submit your documents without delay.
A Road Map for Those Not Selected in the Lottery
The registration of candidates whose names are not drawn is not deleted; a candidate who renews in the next renewal period re-enters the lottery with an increased coefficient. This waiting period does not have to be wasted: many Hajj candidates perform Umrah before Hajj to get to know Makkah and Madinah, to see the rites in practice and to get used to the rhythm of the journey. Umrah journeys are not subject to the lottery; you can see the duration, season and accommodation options on our Umrah tours page.
Does the registration right of those not selected continue?
Yes, the registration of a candidate not drawn in the lottery continues, and when they renew the following year they enter the lottery with a higher coefficient; the years of waiting count in their favour in the coefficient calculation. If no renewal is made, they cannot enter that year’s lottery. How accumulated years are evaluated in periods without renewal is explained by Diyanet in each year’s announcement.
How to Choose the Accommodation Type and Preferences at Registration
At pre-registration, and at the registration stage for those selected, the candidate is asked to state an accommodation preference. In Diyanet’s organisation the preferences are generally grouped by proximity to Masjid al-Haram, the standard of the hotel and the number of days spent in Makkah and Madinah; longer programmes are more affordable, while short programmes close to the mosque cost more. Which type is offered at which price is announced each year in Diyanet’s registration announcement; so read that year’s list carefully before choosing, and give priority to options within walking distance of the mosque for elderly relatives or those with health problems.
Can I change my accommodation preference later?
The accommodation preference made at the registration stage can be updated within the period set by Diyanet and subject to availability; the scope of this option changes from year to year. When making your choice, remember that if you registered together with your family, all of you must choose the same type. Ask your mufti’s office or the agency whose programme you prefer about any points you are unsure of before the registration period ends.
Private Hajj Programmes and Choosing an Agency
Candidates whose names have been drawn may prefer the Hajj programmes of the category A travel agencies supervised by Diyanet instead of Diyanet’s own programmes. These programmes differ in the length of stay, the distance of the hotel, the flight arrangements and the guidance service; registration, visa and Hajj permit still run through the Diyanet system. When choosing an agency, check whether it is on the list of agencies authorised by Diyanet for that year, whether the contract clearly states the content of the programme and the cancellation conditions, and how far the hotels are from Masjid al-Haram and the Prophet’s Mosque.
At RotaNur we prepare our Hajj programmes within this framework for our guests whose names have been drawn in the Diyanet lottery; you can compare durations and accommodation options on our Hajj tours page and see the details of the programmes on our private Hajj page. For any question about registration renewal, the lottery and the steps that follow, you can write to us 24/7 from our contact page or the WhatsApp button on this page.
Frequently Asked Questions
Do I have to go to the mufti’s office to pre-register for Hajj?
No, pre-registration can be done from home through hac.gov.tr or e-Devlet; the mufti’s offices are an additional channel for those who do not use the internet or who want to do the procedure in person. Whichever route you choose, the registration goes into the same system, the pre-registration fee is paid in the same way and the registration confirmation should be kept.
If I register together with my spouse, are we assessed separately in the lottery?
Spouses and relatives who register together are treated as a single registration in the lottery; either they are drawn together or they continue to wait together. The coefficient is calculated on this joint registration. The degrees of kinship and the number of people who may register together are stated in Diyanet’s announcement.
Is a passport required for Hajj registration?
A passport is not requested for pre-registration and renewal; a Turkish identity number and contact details are enough. The passport is needed after the name is drawn, for the visa and Hajj permit procedures; at this stage the passport’s validity is expected to cover the Hajj period. Those without a passport can wait for the lottery and obtain one afterwards.
Can someone else go in place of a person selected in the lottery?
No, the right won in the lottery is personal and cannot be transferred to anyone else; in place of a candidate who does not complete registration, Diyanet calls the next candidate from the reserve list. The Hajj performed on behalf of those who cannot go themselves is a separate matter known as badal Hajj and is subject to religious conditions.
If I forget to renew my registration for a year, is my registration deleted?
A candidate who does not renew cannot enter that year’s lottery; whether the registration is deleted and how the accumulated years of waiting are counted is determined by Diyanet’s practice for that year. To avoid this uncertainty, note the renewal period in your calendar, keep your contact details up to date and follow your mufti’s office announcements.
